This is a directory of things that we need to add to cygwin to get everything to work. 

This should all be tar'd up and put on the server as "cygwin".

The contents of the 'cygpak' folder, as well as 'setup.exe' should go here.

This way, we are distributing our own stuff in versions that we know work.
