An Overview of Hong Kong and Its Distance Education History

The Open Learning Institute

The Open Learning Institute (OLI) was formed in 1989 after much debate about the viability of distance education, and the increasing demand on the current educational system. Success by the Open College in Macau to recruit and educate Hong Kong residents via distance education also contributed to the creation of OLI. The OLI utilizes the extramural departments at existing universities to provide fee-paying courses (not subsidized by the governments). Funding by the government is a low priority and has not reached adequate levels to sustain the demand. Kelly reports that "the notion that adult and further education does not need Government subsidy seems to be firmly entrenched in Hong Kong."
