KNOU was established in 1972 as a means to provide higher education to working adults for a university degree and lifelong learning, and secondary school graduates who did not pass the qualifying exam for university entrance. In 1996, 210,000 students were enrolled. 61% under 30 yrs of age and 57% women. A major push is on to utilize more sophisticated technologies to improve its reputation and reduce drop-out rates.
