Find Heighest Peak Locating Algorithm

Finds a peak by selecting the highest point in a given size range. The size range is usually the size of a bin. This will pick out very small peaks if a lane does not have much of a signal in the given range, but since cutoffs are used to control noise, this is not a factor. The area of the peak is not calculated.
